Investment Plan 2010

KiwiSport is a government funding initiative supporting sport for school-aged children. KiwiSport was launched by the Prime Minister on 11 August 2009 and provides funding for schools for year 1-8 students and year 9-13 students via the Ministry of Education (the KiwiSport Direct Fund) and community projects (via SPARC to regional sports trusts through the RPF) to achieve the aims of:
• Increasing the number of school-aged children participating in organised sport
• Increasing the availability and accessibility of sport opportunities for all school-aged children
• Supporting children to develop skills that will enable them to participate effectively in sport.

The RPF recognises that sports clubs and community groups also have an important role to play in delivering sport to school-aged children. The CWCST will utilise the fund to encourage new partnerships involving schools, clubs, local and community groups that will get more young people involved in organised sport. Programmes funded through the RPF will:
• Provide increased opportunities for school-aged children to participate in organised sport;
• Leverage additional contributions from schools and community groups;
• Build and strengthen linkages/partnerships between schools and community sports clubs; and
• Take the wishes of the community into account.

Throughout October and November 2009, the CWCST completed extensive community consultation to identify priorities for RPF investment. This community consultation identified a number of priorities including:
• The cost of transporting children to participate in sporting events and activities is a significant barrier to participation. The cost associated with accessing community based facilities has also been identified as prohibitive.
• A need to support a human resource to facilitate, administer, coordinate and deliver sport based programmes at a community level.
• The fundamental movement skills of children must be improved.
• It is vital to preserve the role of Secondary School Sports Coordinators to continue to coordinate sport to students currently participating.
• Sport for young people needs to be delivered in a less traditional, less competitive and less structured way to meet the changing needs and demands of young people.
• Quality delivery of sport must be ensured through continued provision of training and resource support to teachers, senior students and volunteer coaches and officials. There is also a need to increase the number of coaches delivering sport.

The CWCST Plan for KiwiSport RPF investment reflects these priorities and will seek to achieve the aims of more young people participating in organised sport throughout our region.

KiwiSport Coordinators
Establishment of “KiwiSport Coordinators” in local communities. This will be achieved through the utilisation of the KiwiSport Direct Fund(potentially from both primary and secondary allocations), the Regional Partnership Fund as well as additional locally based funding to coordinate the delivery of sport at a community level.
 
Through the establishment of a community based delivery model where sport happens in local communities, the barrier related to both the cost of and access to transportation can start to be addressed.
Depending on the needs of each community, outcomes may include:
1. Establishment of new and enhance the existing delivery of school based clustered sports competitions for primary schools.
2. Support, promote and deliver the Fundamental Skills programme (see the following section for details on the Fundamentals Programme) to local primary schools.
3. Coordination of teacher professional development and coach education programmes within identified communities.
4. Development and delivery of curriculum, co-curricular, after school and club based sport related programmes.
5. Linking primary school children to opportunities to participate in club based sport.
6. Induction of post primary school children to local secondary school sporting participation opportunities.

Fundamental Skills Programme
The establishment, coordination and delivery of a subsidised primary school fundamentals programme. The programme will be structured to ensure it can be delivered in primary school, community facilities or commercial provider settings. Children may receive up to 10 sessions in each year group within each of the identified elements. The programme will be structured to ensure schools are able to select a range of fundamentals options based on the needs and interests of their children.
 
1. The promotion and coordination of the Fundamentals Programme to Canterbury West Coast Primary Schools.
2. Coordination and delivery of teacher professional development and coach education programmes within the fundamentals contexts.
3. Recruitment of fundamentals coaches.
4. Coordination and Delivery of the Fundamentals programme (up to 10 skill sessions in each discipline) to primary school children throughout the Canterbury West Coast region. All programmes will be inclusive of children with disabilities.
5. Establish Fundamentals Holiday Programmes for primary school children.
6. The translation of skill development into participation in organised sport.

Vital to preserve the role of Sports Coordinators to continue to coordinate sport to students currently participating.
7.5
Secondary School Sports Coordinators
Those Canterbury West Coast Secondary Schools receiving a shortfall in investment between the KiwiSport Direct Funding Formula for 2010 and the SportFit funding allocation, will receive an additional payment via the KiwiSport Regional Partnership Fund to the level of SportFit funding in 2009.

For those schools receiving both Primary and Secondary Direct allocations, funding will be calculated considering the Secondary Direct Funding component only.
 
1. Through the sustained employment of Secondary School Sports Coordinators, opportunities will continue to be provided to those children wishing to participate in organised sport at a secondary school level.

Sport For Non Participating Youth
In partnership with Secondary School Sports Coordinators as well as community clubs and sporting organisations, the KiwiSport Regional Partnership Fund will support the development and delivery of new participation opportunities targeting non participating youth.
 
1. Implementation of new organised sport and skill development programmes for non participating youth.
2. Linking youth to mainstream sport based participation opportunities in both school and club based settings.

Student Coaching and Sport Leader Programmes in Secondary Schools
With support from the CWCST, Regional Sporting Organisations as well as Sports Coordinators and Physical Education teachers, the KiwiSport Regional Partnership Fund will support the recruitment and training of volunteer coaches through the establishment and delivery of sports specific and generic (NCEA linked in secondary schools) coaching programmes for secondary school students and volunteer coaches delivering sport to 5-18 year olds.
1. Deliver generic and/or sports specific coach education programmes to volunteer coaches.
2. Generate coaching opportunities for secondary school student coaches and volunteer coaches in club, primary and secondary school settings.
3. Link secondary school students to paid coaching positions within the Fundamentals Programme as well as CWCST Holiday Programmes.
